This study aims to evaluate the extent to which the Galapung Acil Innovation Program (Village Literacy Movement for Remote Areas), implemented by the Library and Archives Office of Balangan Regency, has been carried out. The approach used in this research is qualitative with a descriptive method. Data were collected through interviews, observations, and document analysis. The findings indicate that the effectiveness of the program is still suboptimal, as reflected in several indicators such as the accuracy of the program's target beneficiaries, the outreach methods, the media used, the clarity of the objectives and benefits of the outreach, the impact of the program on literacy improvement, and the program evaluation process. However, some aspects are considered fairly effective, including the appropriateness of the target locations, the alignment of the program’s goals with community needs, the clarity of the intended outcomes, the level of attention provided, and the supervision by leadership. Factors supporting the program’s effectiveness include enthusiastic and motivated human resources actively working in the field, as well as supportive policies and budget allocation. On the other hand, there are also obstacles that hinder the program’s effectiveness, such as geographical and weather conditions that cause inconsistency in the mobile library schedule, the limited availability of books relevant to the target group's needs, insufficient program outreach, low reading interest among the public and students, and the lack of comprehensive monitoring and evaluation of the program.
ABSTRAK
Penelitian ini ditujukan untuk mengevaluasi sejauh mana Program Inovasi Galapung Acil (Gerakan Literasi Kampung Area Terpencil) yang dilaksanakan oleh Dinas Perpustakaan dan Kearsipan Kabupaten Balangan. Pendekatan yang digunakan adalah kualitatif dengan metode deskriptif. Data dikumpulkan melalui teknik wawancara, observasi, serta studi dokumentasi. Temuan penelitian menunjukkan kalau efektivitas program tersebut masih kurang optimal, yang terlihat dari beberapa indikator seperti ketepatan sasaran penerima program, metode sosialisasi, media yang digunakan, tujuan dan manfaat sosialisasi, manfaat program dalam peningkatan literasi, serta proses evaluasi program. Namun, ada beberapa aspek yang tergolong cukup efektif, antara lain ketepatan lokasi sasaran, kesesuaian tujuan program dengan kebutuhan masyarakat, kejelasan target yang ingin dicapai, perhatian yang diberikan, serta pengawasan oleh pimpinan. Faktor pendukung efektivitas program meliputi sumber daya manusia yang bersemangat dan antusias turun ke lapangan serta dukungan kebijakan dan anggaran. Sebaliknya, terdapat pula kendala yang menghambat efektivitas program, seperti kondisi geografis dan cuaca yang menyebabkan jadwal kunjungan perpustakaan keliling tidak konsisten, keterbatasan koleksi buku yang sesuai dengan kebutuhan penerima program, sosialisasi program yang belum maksimal, rendahnya minat baca masyarakat dan pelajar, serta kurangnya pemantauan dan evaluasi program secara menyeluruh.
